▍HSR Top 8: Jiaoqiu
Jiaoqiu's problem lies in his overly singular functionality, only being able to increase damage taken by enemies. Although he has an extra Ultimate DMG boost, there are relatively few main DPS characters primarily focused on Ultimate damage.
Putting Jiaoqiu in an Acheron team allows him to play a role in quickly stacking Remembrance for Acheron. But now that Acheron isn't used as frequently, Jiaoqiu also lacks a team.
▍HSR Top 7: Black Swan
Black Swan's awkward situation is that after waiting a whole version for a DoT teammate, she might end up being the one optimized out of the team. In a DoT team, Hysilens applies DoTs, Kafka detonates DoTs – neither can be replaced. But Black Swan can be swapped out for an AoE support.
Of course, having Black Swan in a DoT team alongside Hysilens and Kafka is definitely the most comfortable setup. If you don't have her, there's no need to pull for her either.

Fugue is a key member of Break teams. Her strength mainly depends on the strength of Break teams. In the Version 3.0 Amphoreus era, Break teams weren't dominant, so Fugue's usage rate wasn't high either.

▍HSR Top 5: Silver Wolf
Although an older character from Version 1.1, she's quite strong after buffs. She can apply Weakness and reduce RES, reduce DEF for groups of enemies, and paired with the "4-star 'Signature Light Cone' equivalent" Before the Tutorial Mission Starts, she gains Energy and uses her Ultimate very quickly.
Now Silver Wolf has become a versatile Nihility support, capable of fitting into almost any team. She's especially suitable as a counter choice when enemies don't have a Weakness matching the main DPS's element.
▍HSR Top 4: Cipher
Cipher's biggest advantage is that as long as she's on the field, all enemies take increased damage, unaffected by enemy phase changes or wave transitions. Cipher is also extremely fast, which serves some purpose in battle, like generating Skill Points.
What's annoying about Cipher is the need to manually control when to use her Ultimate. If left on auto-battle, where Ultimates are used as soon as they're available, it might happen that enemies are at low HP, Cipher uses her Ultimate, wasting all the True DMG – instantly spiking your blood pressure.
▍HSR Top 3: Kafka
The buffed Kafka fully shoulders the responsibility of the "DoT team detonator". Her Skill, Ultimate, and follow-up attack can all detonate DoTs. She gains Energy quickly, uses her Ultimate frequently, can self-advance forward with Eagle of Twilight Line, and has more turns to use her Skill for detonation.
The recent meta has also been favorable for DoT teams, with buffs for them in Memory of Chaos, Apocalyptic Shadow, and Pure Fiction. At least for the next few versions, DoT teams are a dominant composition.
▍HSR Top 2: Acheron
Acheron's numbers are starting to fall behind. Previously, dealing hundreds of thousands of damage with her Ultimate felt very strong. But now, characters from the Amphoreus version can easily deal millions of damage. Even Hysilens, focused on DoTs, can deal close to a million damage when her Ultimate detonates DoTs.
However, Acheron's mechanics are still quite good. As long as enemies are inflicted with debuffs, she gains Slashed Dream. She can synergize with the new version's Phainon's Signature Light Cone, Hysilens, and others, stacking her Ultimate faster than before – meaning she still got some benefit from the changes.
▍HSR Top 1: Hysilens
The latest limited 5-star Nihility character, a new member for DoT teams. She can apply DoTs, provide team support effects, directly detonate DoTs for burst damage, and even help Acheron stack Remembrance. Her usage is quite simple and relaxed, yet she boasts significant strength.
The only downside is her heavy reliance on Kafka. Without Kafka's detonation, the strength of the DoT team drops considerably. A solo Hysilens can't cause much of a stir either.
