Lunar-Charged is a character-specialized Elemental Reaction, similar to Nilou's Bountiful Cores. The Lunar-Charged team essentially requires her to function. Returning to Lunar-Charged, it differs from the original Electro-Charged reaction by extending the trigger frequency to once every 2 seconds (Electro-Charged triggers once per second, twice in total), and adds a CRIT multiplier and AoE (though only Hydro/Electro-affected enemies can be targeted by the thundercloud). Whether Ineffa is worth pulling depends on the damage multiplier of Lunar-Charged. If it remains as insignificant as standard Electro-Charged, then she isn't worth pulling.
Pulling Advice: Wait to see the strength of Lunar-Charged before considering pulling for her.
▍Citlali
Citlali's strengths are her high-frequency off-field Cryo application and her ability to create a shield. However, at low Elemental Mastery, her shield is quite weak, making it largely negligible. Citlali's Elemental Burst applies a strong Cryo aura, removing Pyro from enemies and leaving them with a Cryo aura. This guarantees that a single powerful hit from a Pyro DPS character will trigger Melt. For certain Pyro characters relying on single powerful hits, she offers a significant boost, such as for the Pyro Archon, The Knave, etc.
Now, regarding Citlali's pulling priority. First, if you have the Pyro Archon but not Citlali, then Citlali is a must-pull. She provides an enormous boost to the Pyro Archon, essentially being on par with Xilonen. In fact, Xilonen might be replaceable by other Natlan characters, whereas without Citlali, it's difficult to find a more suitable off-field Cryo applicator. Other Pyro DPS characters like The Knave (Arlecchino) or Hu Tao also work well with Citlali. However, their reliance on her isn't as absolute as the Pyro Archon's, so her priority for them drops a tier.
Beyond this, Citlali's Cryo application and shielding capabilities are excellent and can counter specific mechanics, like those of the Algorithm of Semi-Intransient Matrix of Overseer Network. Citlali can also be paired with Skirk to form a functional team, though it's not the optimal solution. Apart from the Pyro Archon, it's not recommended to pull for Citlali solely for other characters.

▍Mualani
Mualani's burst damage potential is undoubtedly top-tier in the current Genshin Impact version. However, she has several drawbacks. The first is her often-criticized playstyle feel. Apart from players with exceptional skill, most will find it difficult to adapt to Mualani's rotation.

Vaporize and Melt output will far surpass Overloaded, Electro-Charged, and Superconduct. Chasca also heavily relies on Furina and Bennett; the absence of either will cause her damage to plummet significantly.
For the Cryo slot 4th, Citlali or Shenhe are ideal choices, but other Cryo characters can work in a pinch. In practice, Chasca's most common issue is insufficient damage output. Other aspects are solid: her aerial advantage, her straightforward playstyle, making her very suitable for players who prefer simpler mechanics.
Furthermore, at C6, Chasca unlocks the potential to be one of Genshin's strongest easy-to-play and high-output characters. Even with three purely supportive characters off-field, Chasca on-field can unleash terrifying burst damage at an extremely fast pace.
Pulling Advice: Recommended for enthusiasts/collectors – either pull for C0 to unlock her, or go all the way to C6. Meta-focused players who decide to pull should aim for at least C2.
