Dottore, the Second of the Eleven Fatui Harbingers, an organization within the Snezhnayan diplomatic mission, is known by his codename, "The Doctor".

He is a mad scientist whose excessive thirst for knowledge drives him to disregard all rules. Dottore was once a scholar at the Sumeru Akademiya, but his research was denounced as heretical, leading to his expulsion. He subsequently joined the Fatui. Years later, Dottore returned to Sumeru with Scaramouche, bringing the Electro Gnosis. There, he collaborated with the Akademiya's Sages to conduct the experiment of creating a god.

In the future story, he is set to appear as a Weekly Boss.
